Reminds me a bit of Moose, who loves to scratch at whatever rug he's about to lie on, until it is all balled up.... unfortunately for him, we currently have no rugs...
This looks like frustrated princess behavior to me. She can't spend as much time outside scruffing up the garden so she does it to the rugs...
